第一章总则

Chapter 1 General Rules

第一条 为加强我校科研诚信建设,提高相关责任主体的信用意识,规范科研行为,维护学校科研声誉, 促进我校科学研究活动的持续健康发展,根据中共中央办公厅国务院办公厅《关于进一步加强科研诚信 建设的若干意见》(厅字〔2018〕23号)、科技部等二十部门《科研诚信案件调查处理规则(试行)》(国科发监〔2019〕323号)、《科学技术活动违规行为处理暂行规定》(科学技术部令第19号)、《高等学校预防与处理学术不端行为办法》(教育部令第40号)及江苏省委办公厅省政府办公厅《关于进一步加强全省科研诚信建设的实施意见》(苏办〔2019〕39号)等有关文件精神,结合我校科研诚信管理实际,制定本办法。

Article 1 This Policy aims to strengthen the internal research integrity promotion of the University, promote awareness of relevant units, regulate research activities, maintain the University’s research reputation, and stimulate the sustainable and sound development of the University’s research. This Policy is articulated within Chinese national policies and regulations, and formulated by taking into account the actual situation of the University.

第二条 本办法所称科研诚信管理包括科研诚信建设和科研失信行为管理。科研诚信建设的主要任务包括建立规章制度、明确管理责任、完善内部监督、加强预防教育等。科研失信行为管理的主要任务包括科研失信行为调查和认定、记录与惩戒等。

Article 2 Research integrity management, as mentioned in this Policy, includes the promotion of research integrity, and the handling of research integrity misconduct and disciplinary procedures. The promotion of research integrity is to establish regulations and rules, clearly define management responsibilities, improve internal supervision, and strengthen preventive education. The handling of research integrity misconduct and disciplinary procedures refer to the investigating, processing, and recording of misconduct in research.

第三条 本办法适用于以西交利物浦大学(以下简称“西浦”)名义作出的各类科研行为,包括论著撰写、项目研究、知识产权、学术交流,以及科研平台、科研项目、科研奖励等的申报与受理、评审与认定、考核与验收等。

Article 3 This Policy applies to all kinds of research activities carried out under the auspices of Xi’an Jiaotong‐ Liverpool University (hereinafter referred to as ‘XJTLU’), including scholarly writing, implementation of research, intellectual property, academic exchanges, as well as the application, review and assessment of research platforms, research projects, research rewards, etc.

第四条 科研诚信管理对象包括我校全体教职工、本科生、研究生以及其他以西交利物浦大学名义从事科研活动的人员。

Article 4 This Policy applies to all academic/administrative staff and students of the University, as well as all other individuals who undertake research activities under the auspices of XJTLU.

第五条 本科生、硕士研究生以获取学位为目的的各类学术行为的科研诚信管理,须参照《Academic Integrity Policy》执行。

Article 5 Research activities conducted in the framework of a degree, undertaken by undergraduate and postgraduate students (with the exception of PhD students), should follow the <Academic Integrity Policy>.

第六条 校学术委员会统筹建设全校科研诚信管理体系,指导科研诚信管理工作。

Article 6 The Academic Board shall be responsible for the overall establishment of research integrity management system of the University, as well as providing guidance to the management of research integrity.

校科研委员会负责学校科研诚信建设和科研失信行为管理工作,发挥审议、调查、评定、监督等作用。

The University Research Committee (hereinafter referred to as ‘the URC’) shall be responsible for the promotion of research integrity, and the handling of research integrity misconduct and disciplinary procedures through playing a deliberative, investigative, evaluative, and supervisory role.

校科研委员会秘书组(以下简称“秘书组”),负责科研诚信咨询及受理科研失信行为的举报等日常工作。

The Secretariat of University Research Committee (hereinafter referred to as ‘the Secretariat’) shall be responsible for inquiry and receipt of report of research integrity cases.

各学院(系)、科研平台和相关职能部门在各自职责范围内开展科研诚信教育与管理工作,根据本办法及校科研委员会的指导,协助科研失信行为调查。

All Schools/Academies (Departments), research platforms and relevant functional units shall carry out research integrity education and management within the respective scope of responsibilities, and provide assistance to the investigation of misconduct in research according to this Policy under the guidance of the URC.

 

第二章科研诚信建设

Chapter 2 Promotion of Research Integrity

第七条 员工手册等内部规章制度对本单位人员遵守科研诚信要求及责任追究作出明确规定或约定。

Article 7 Internal regulations and rules, such as the staff handbook, should clearly indicate that the staff should comply with the research integrity requirements and assume accountability.

第八条 科研管理办公室、科研生产力与创新办公室在科研项目管理、科研经费使用、科研平台建设、科研奖励等工作中全面推行科研诚信承诺制度,落实科研诚信承诺书的签署,明确科研人员对科研过程、科研成果等的真实性、完整性负主体责任。

Article 8 The Research Management Office and the Research Engagement and Innovation Office shall consistently embed research integrity declarations by individual researchers in the process of research project management, research funds using, research platform construction, and research rewards management, ensure the signing of research integrity declarations by individual researchers, and clarify that the researchers should be responsible for the authenticity and completeness of the research process and output.

第九条 科研管理办公室、科研生产力与创新办公室建立健全学术论文等科研成果管理制度,包括建立学术论文发表诚信承诺制度、科研过程可追溯制度、科研成果检查和报告制度等。

Article 9 The Research Management Office and the Research Engagement and Innovation Office shall strengthen the management of research output, which includes research integrity declarations for academic papers publication, the mechanism to review past research processes, and reporting for research output, etc.

第十条 研究生院、教务处加强学生科研诚信教育,对学生从事科研的全过程加强审核把关。

Article 10 The Graduate School and the Registry Office shall strengthen the education on research integrity to students and enhance the management on the whole process of students' engaging in research.

第十一条 各学院(系)、科研平台将科研诚信建设纳入常态化管理,加强科研诚信宣传教育,完善内部科研诚信管理及监督。

Article 11 Schools/Academies (Departments) and research platforms shall include the promotion of research integrity in all activities, strengthen awareness and education on research integrity, and improve internal research integrity management and supervision.

第十二条 科研人员应当遵循实事求是的科学精神和严谨认真的治学态度,恪守科研活动规范,践行科研诚信要求。

Article 12 Researchers shall adopt a practical and scientific attitude and conduct research in a rigorous and authentic manner, abide by policies and regulations for research activities, and follow research integrity requirements.

第十三条 科研项目负责人、学术导师等加强对项目组成员、所指导的学生等的科研诚信管理与教育, 对学术论文或知识产权等科研成果的署名、研究数据及图表的真实性等进行审核把关。

Article 13 Principal investigators of research projects or supervisors of students shall strengthen the research integrity management and training to each project team member, and check the authenticity of research data and charts, the authorship of academic papers or intellectual property, and other research outputs.

 

第三章科研失信行为管理

Chapter 3 The Handling of Research Integrity Misconduct and Disciplinary Procedures

第十四条 科研失信行为,是指在科学研究活动中发生的违反科学研究行为准则与规范的行为,包括:

Article 14 Misconduct in research, as mentioned in this Policy, refers to violating the policies and regulations for conducting research activities. The misconduct may include the following:

(一)抄袭、剽窃、侵占他人研究成果或项目申请书;
(二)编造研究过程,伪造、篡改研究数据、图表、结论、检测报告或用户使用报告;
(三)买卖、代写论文或项目申请书,虚构同行评议专家及评议意见;
(四)以故意提供虚假信息等弄虚作假的方式或采取贿赂、利益交换等不正当手段获得科研活动审批, 获取科技计划项目(专项、基金等)、科研经费、奖励、荣誉、职务职称等;
(五)滥用科研经费和其它科研资源;
(六)违反科研伦理规范;
(七)违反奖励、专利等研究成果署名及论文发表规范,包括未参加研究或创作而在研究成果、学术论文上署名,未经他人许可而不当使用他人署名,虚构合作者共同署名,或者多人共同完成研究而在成果中未注明他人工作、贡献等情形。

(1) Plagiarizing others’ research outputs or research proposals;
(2) Fabricating or falsifying research process, research data, charts, conclusions, test reports or usage reports, etc.;
(3) Buying, selling or ghostwriting research papers or proposals, or fabricating peer review or expert comments;
(4) Obtaining the approval of research activities, research projects, research funds, rewards, honors or professional/academic titles by illegitimate means, such as deliberately offering false information, bribery, benefit exchange, etc. ;
(5) Misusing research funds or other research resources;
(6) Violating the research ethical principles and requirements;
(7) Violating regulations on authorship of research outputs, e.g. rewards and patents, and the academic publishing specification, which includes, but not limited to, adding the individual who is not participating in research process of research outputs or papers as the author, improperly using the authorship of others without permission, adding a fictitious collaborator as the author, or not indicating the work and contributions of others in a collaborative research.

上述未涉及到的科研失信行为的表现形式,由校科研委员会作出认定,并参照本办法予以处理。

Any misconduct in research that is not mentioned above shall be determined by the URC and processed with reference to this Policy.

第十五条 有科研失信行为且有下列情形之一的,应当认定为情节严重:

Article 15 Serious violation refers to misconduct in research accompanied by one of the following:

(一)伪造、销毁、藏匿证据的;
(二)阻止他人举报或提供证据的;
(三)干扰、妨碍调查核实的;
(四)打击、报复举报人、证人的;
(五)多次实施科研失信行为的;
(六)存在利益输送或者利益交换的;
(七)有组织实施科研失信行为的;
(八)其他造成严重后果或者恶劣影响的。

(1) Forging, hiding, or destroying evidence;
(2) Hindering others from reporting against misconduct or providing evidence;
(3) Interfering with investigation and verification;
(4) Retaliating against the individual who made the report and/or a witness;
(5) Repeatedly being involved in misconduct in research;
(6) Being involved in benefit exchange;
(7) Being involved in an organized misconduct in research;
(8) Other violations causing serious consequences or adverse effects.

第十六条 科研失信行为调查与处理程序依据《西交利物浦大学科研失信行为调查处理细则》(附件1) 执行。

Article 16 The investigation and disciplinary procedures of misconduct in research shall be implemented in accordance with the < XJTLU Investigation Procedures for Misconduct in Research> (see Appendix 1).

第十七条 秘书组在校科研委员会的指导下建立和管理“西交利物浦大学科研诚信档案”,记录全校科研失信行为,认定为情节严重的相关人员记入“严重失信”,其他记入“一般失信”。

Article 17 The Secretariat shall establish and manage the “XJTLU Research Integrity Records” under the guidance of the URC to record any internal misconduct in research. Those involved in serious violation mentioned in Article 15 shall have a “serious case” added to relevant records. Other violations shall be recorded as “general case”.

第十八条 “西交利物浦大学科研诚信档案”可作为学校教职工年度考核、职务晋升、岗位评聘、内部科研项目立项、外部科研项目/奖励推荐申报、人才计划等重要依据。

Article 18 The “XJTLU Research Integrity Records” could be used as an important reference for the staff’s annual performance review, job promotion, appointment evaluation, internal research project approval, external research projects/rewards recommendation, talent programme implementation, etc.

“西交利物浦大学科研诚信档案”可与学生学籍管理、学位授予、评奖评优等挂钩。
The “XJTLU Research Integrity Records” could be linked to student records, degree conferral, awarding and appraising of the students.

 

第四章 其他

Chapter 4 Other

第十九条 本办法由校科研委员会负责解释。

Article 19 The URC shall be responsible for the interpretation of this Policy.

第二十条 本办法中未作规定的,执行国家法律、法规、规章及上级文件的规定。

Article 20 For instances not covered by this Policy, national laws, regulations and rules, as well as the requirements of superior authorities should be the reference.

XJTLU Investigation Procedures for Misconduct in Research

 

第一章举报与受理
Chapter 1 Reporting and Acceptance

第一条 校科研委员会秘书组(以下简称“秘书组”),负责科研诚信咨询和受理科研失信行为的举报等日常工作。对科研失信行为,任何人都有义务向秘书组举报(URC@xjtlu.edu.cn)。匿名举报原则上不予受理。举报应以书面形式实名提出,并符合下列条件:

Article 1 The Secretariat of the University Research Committee (hereinafter referred to as ‘the Secretariat’) shall be responsible for inquiry and receipt of report of research integrity cases. When encountering a research integrity misconduct, a report should be sent to the Secretariat via URC@xjtlu.edu.cn. An anonymous report is normally not accepted. The report should be made in writing with real name in accordance with the following conditions:

(一)有明确的举报对象;
(二)有实施科研失信行为的事实;
(三)有客观的证据材料或者查证线索。

(1) The alleged perpetrator of the misconduct should be identified;
(2) There is proof of the misconduct in research;
(3) There is factual evidence supporting the establishment of the misconduct.

校内其他学院(系)、部门或个人收到科研失信行为的举报,应在5个工作日内将举报信息转交秘书组。

When Schools/Academies (Departments), functional units or individuals receive a report of misconduct in research, the reported information shall be transferred to the Secretariat within 5 working days.

第二条 秘书组应当自实际收到举报材料之日起5个工作日内作出受理与否的决定并通知举报人;对不予受理的举报,应当书面说明理由并告知举报人。

Article 2 The Secretariat shall make a decision on whether to accept the report and notify the individual who made the report within 5 working days from the date of receipt; for the reports that are not to be accepted, the Secretariat shall inform the individual who made the report in writing with justification.

对符合本细则所规定条件的举报行为,应予以受理。其中,属于本单位职责范围的,由本单位调查;不属于本单位职责范围的,可转送相关责任单位或告知举报人向相关责任单位举报。

A report shall be accepted and processed if it meets the conditions specified in Article 1. If the report falls within the authority of the University, the University shall be responsible for investigation; where the report is outside the authority of the University, the report shall be transferred to the relevant institution or the individual who made the report shall be advised to report to the relevant institution.

第三条 下列科研诚信案件,符合受理条件的,应依据本细则规定的程序认真调查处理:
Article 3 Any misconduct in research meeting the following conditions shall be investigated and processed in accordance with this Policy:

(一)上级部门要求查办、其他单位移送查办的案件;
(二)通过其他途径发现或者媒体披露的案件;
(三)在日常科研管理活动中或科技计划、科技奖励、科技人才管理等工作中发现的案件。

(1) The misconduct case transferred from a superior authority or from another institution;
(2) The misconduct case disclosed by the media or uncovered through other channels;
(3) The misconduct case discovered in daily research management.

第四条 如涉及资金项目申请、评审、实施、验收等活动中的科研诚信案件,应同时通知项目管理部门/ 资助方。

Article 4 The funding body shall be notified if there is a misconduct in the application, review, implementation, and assessment of funded research projects.

 

第二章调查
Chapter 2 Investigation

第五条 科研失信行为举报受理后,由校科研委员会成立调查组和学术评议专家组开展调查。调查组负责对案件的真实情况进行调查,成员不少于5人,其中应包括学校内审监察机构指派的工作人员;学术评议专家组对案件涉及的学术问题进行评议,成员不少于5人,根据需要由案件涉及领域的同行科技专家、管理专家、科研伦理专家等组成。

Article 5 Upon receipt of the report, an investigation group and an academic review group shall be established by the University Research Committee (hereinafter referred to as ‘the URC’) to conduct an investigation in accordance with this Policy. The investigation group is responsible for investigating the facts of the case, with no less than five members, including the member(s) from internal audit unit. The academic review group is responsible for the academic evaluation, with no less than five members, including academic expert(s) from related research fields, management expert(s) and ethics expert(s).

第六条 调查可通过谈话函询、查询资料、现场查看、实验检验、询问证人、询问举报人和被举报人等方式进行。调查组认为有必要的,可以委托第三方专业机构就有关事项进行独立调查或者验证。

Article 6 The investigation can be carried out by means of inquiry by conversation and correspondence, data assess, on‐site inspection, experimental check, inquiry of witness and/or inquiry of the individual who made the report and the alleged perpetrator, etc. A third‐party agency can be entrusted to conduct an independent investigation or verification on related matters when the investigation group deems it necessary.

第七条 调查需要与被举报人、证人等谈话的,参与谈话的调查人员不得少于2人,谈话内容应书面记录, 并经谈话人和谈话对象签字确认,在履行告知程序后可录音、录像。

Article 7 If the investigation requires interviews with the alleged perpetrator and/or witnesses, the interview content should be recorded in writing and confirmed with signatures of the interviewers and the interviewees. A sound recording and video recording can be made after acquiring informed consent from all parties.

第八条 调查组在调查过程中,应当认真听取被举报人的陈述、申辩,对有关事实、理由和证据进行核实;必要时可以采取听证方式。

Article 8 During the investigation process, the investigation group shall hear the alleged perpetrator’s statement and defense, and verify the facts and evidence, and if necessary, in a formal hearing.

第九条 校内有关部门和个人应当为调查组开展工作提供必要的便利和协助。

Article 9 The relevant internal functional units and individuals shall provide necessary assistance for the investigation.

举报人、被举报人、证人及其他有关人员应当如实回答询问,配合调查,提供相关证据材料,不得隐瞒或者提供虚假信息。

The individual who made the report, the alleged perpetrator, witnesses and other relevant individuals shall truthfully answer the questions, provide good cooperation, and provide relevant evidence materials, and shall not conceal or provide false information during the investigation.

第十条 调查过程中,出现知识产权等争议引发的法律纠纷的,且该争议可能影响行为定性的,应当中止调查,待争议解决后重启调查。

Article 10 If an intellectual property dispute or other legal dispute arises from the investigation, and the dispute may affect the findings, the investigation shall be suspended and resumed after the dispute is resolved.

第十一条 调查组应当自决定受理举报之日起30个工作日内形成书面调查报告。调查报告主要内容包括对科研失信行为责任人的确认、调查人员、调查过程、行为认定及理由、调查结论等。

Article 11 The investigation group will produce an investigation report within 30 working days from the date of accepting the report. The investigation report includes the identification of the individual at fault of the misconduct in research, the composition of investigation group/academic review group, the investigation procedures, the findings, as well as the outcome of the misconduct, grounds, conclusion, etc.

科研失信行为由多人集体做出的,调查报告中应当区别各责任人在行为中所发挥的作用。

If the misconduct in research is collectively committed by multiple individuals, the roles of any individual to have engaged in misconduct shall be identified in the investigation report.

第十二条 情况复杂、影响重大的科研失信行为,经校科研委员会同意,可以适当延长调查期限,但延长期限一般不超过15个工作日。

Article 12 For misconduct in research that is complex and potentially generating significant impact, the duration of investigation can be extended appropriately with the approval of the URC. The extension shall not exceed 15 working days.

 

第三章认定与处理
Chapter 3 Outcome and Disciplinary Actions

第十三条 校科研委员会应当对调查组提交的调查报告进行审议,必要时应当听取调查组的汇报,并对被调查行为是否构成科研失信作出认定。
Article 13 The URC shall review the investigation report submitted by the investigation group, hear the presentation when necessary, and determine whether the case under investigation involves a misconduct in research.

第十四条 校学术委员会主席根据认定结论,结合行为性质和情节轻重,参照《西交利物浦大学员工手册》对科研失信行为责任人作出如下处理:

Article 14 The Chair of the Academic Board shall make a disciplinary decision as follows based on the outcome of the investigation, by considering the actual situation and seriousness of the misconduct and with the crossed reference to <XJTLU Staff Handbook>.

(一)诫勉谈话;
(二)警告;
(三)终止或者撤销相关的科研项目,并在一定期限内取消科研项目申报资格;
(四)撤销相关学术奖励或者荣誉称号,并在一定期限内取消成果奖励、荣誉奖励申报资格;
(五)降低岗位等级或者撤职;
(六)辞退或解聘;
(七)法律、法规、规章及校内相关规定的其他处理措施。

(1) Giving a reprimand;
(2) Giving a warning;
(3) Terminating or withdrawing the related research projects, and disqualifying the individual for applications to funding within a specified period of time;
(4) Revoking the relevant academic awards or honorary titles, and disqualifying the individual to receive rewards and honors within a specified period of time;
(5) Demoting or removing the relevant positions or titles;
(6) Dismissing;
(7) Other disciplinary measures specified in the laws, regulations and rules, as well as relevant University’s provisions.

上述措施可合并使用,由各学院(系)、科研平台和相关职能部门在各自职能范围内予以实施。

The above measures can be used in combination and implemented by Schools/Academies (Departments), research platforms and relevant functional units within the respective scope of responsibilities.

科研失信行为责任人获得有关部门、机构设立的相关科研项目、学术奖励或者荣誉称号等利益的,学校根据关联情况有义务向相关主管部门、机构进行披露并在必要时提出处理建议。

Where the individual at fault of the misconduct in research was awarded research projects, academic awards, and honorary titles from funding bodies or relevant institutions, the University is obligated to report the outcome of the investigation to funding bodies or relevant institutions.

第十五条 科研失信行为认定结论及/或处理决定由秘书组以书面形式告知举报人、被举报人,经被举报人确认后,由人力资源办公室、研究生院、教务处归入人事档案或学生档案。

Article 15 The outcome of investigation and/or disciplinary decision should be delivered to the individual who made the report and the alleged perpetrator by the Secretariat in writing. After confirmation from the alleged perpetrator, the outcome of the investigation will be included in the individual’s HR/student records.

第十六条 经调查认定,构成科研失信行为的,由秘书组记入“西交利物浦大学科研诚信档案”。

Article 16 Should a misconduct in research be established by the investigation, it will be added to the “XJTLU Research Integrity Records” by the Secretariat.

第十七条 经调查认定,不构成科研失信行为的,根据被举报人申请,学校通过一定方式为其消除影响、恢复名誉等。

Article 17 Should a misconduct in research not be established by the investigation, the University will help to restore the reputation of the alleged perpetrator and to mitigate ensuing consequences.

第十八条 调查处理过程中,发现举报人存在捏造事实、诬告陷害等行为的,应当认定为举报不实或者虚假举报,举报人应当承担相应责任。属于本校人员的,学校按照有关规定给予处理;不属于本校人员的,视情况通报其所在单位,西交利物浦大学保留运用法律手段维护学校和被举报人利益的权利。

Article 18 If the individual who made the report is found to have fabricated information, it shall be identified as false report. The individual who made the report shall bear corresponding responsibilities in accordance with relevant provisions. If the individual who made the report is not a staff member or student of the University, the case will be reported to the relevant institutions accordingly. The University will reserve the right to safeguard the interests of the University and the alleged perpetrator by laws.

 

第四章申诉与复核
Chapter 4 Appeal and Review

第十九条 举报人或被举报人对科研失信行为认定结论及/或处理决定不服的,可以在收到认定结论及/或处理决定后10个工作日内,以书面形式向秘书组提出复核申请,写明理由并提供相关证据或线索。复核不影响处理决定的执行。

Article 19 If the individual who made the report or the alleged perpetrator disagrees with the outcome of the investigation and/or the disciplinary decision, an appeal with justification and supporting documents can be submitted to the Secretariat in writing within 10 working days of receiving the outcome of the investigation and/or the disciplinary decision. The appeal does not affect the implementation of the disciplinary decision.

第二十条 如申请人对认定结论不服,秘书组收到复核申请后,交校科研委员会组织讨论,于5个工作日内作出是否受理的决定,并通知申请人。决定不予受理的,书面通知申请人。

Article 20 If the appellant disagrees with the outcome of the investigation, the Secretariat will transfer the appeal to the URC to make a decision on whether the appeal is receivable within 5 working days, and notify the appellant. If the appeal is not receivable, the Secretariat should notify the appellant in writing.

决定受理的,校科研委员会可以另行组织调查组或者委托第三方机构进行调查,并于30个工作日内作出复核认定结论。复核认定结论改变原认定结论的,校学术委员会主席应当根据复核认定结论相应变更处理决定。

If the appeal is receivable, the URC can establish another investigation group or entrust a third‐party agency to conduct an investigation, and to conclude the review within 30 working days. If the review outcome is different from the original outcome, the Chair of the Academic Board will decide whether to amend the disciplinary decision accordingly.

复核认定结论为最终认定结论。

The review outcome is final.

第二十一条 如申请人对认定结论无异议仅对处理决定不服,由校学术委员会主席复核并作出最终处理决定。

Article 21 If the appellant has no objection to the outcome but refuses to accept the disciplinary decision, the Secretariat will transfer the case to the Chair of the Academic Board to review.

 

第五章保障与监督
Chapter 5 Guarantee and Supervision

第二十二条 参与科信失信行为调查的有关人员与举报人或者被举报人有研究合作、亲属或者导师学生等直接利害关系的,或有其它应当回避的情形,应主动回避。

Article 22 If any member of the investigation group/academic review group has a conflict of interest with the individual who made the report or the alleged perpetrator, e.g. research collaborator, relative, supervisor, or other relationships identified by the University as being a conflict of interest, the member should withdraw from the investigation.

第二十三条 接触举报材料和参与调查处理的人员,应当签订保密承诺书,不得私自留存、隐匿、摘抄、复制或泄露问题线索和调查材料,未经允许不得透露或公开调查处理工作情况。

Article 23 Any member who is involved in the investigation shall sign a confidentiality agreement form, and shall not keep, copy or disclose any investigation findings or materials without permission.
